However, it hasn't worked for the apparent reason that there are many children getting left back. I don't know anyone who knows anything about education who thinks expecting every single child to meet rigid standards will ever work. It's a cruel joke, perpetrated by a cruel man. There are children with severe learning disabilitis who are never going to be "proficiet" unless you define proficient in the narrowest terms imaginable, in which case you have problems of school focusing all their attention on the children they need to get to that level, while letting the children who are already there rot.
