Should wealthy countries help poor countries?

Those invaders occupied the mineral, wood, energy even "slaves" in order to devolop their own countries. Meanwhile, they left who could hardly recover the normal lives in their barren field. Confronting history, wealthy nations should share their wealth with poorer nations that they invaded. Secondly, poorer countries don't have enough capabilities against disasters, for instance, staving, disease, flood, earthquake, vocano, which can capture people's lives easily.Unfortunately they are often in such dangerous areas geographly.
