Regulating commerce among the states, powers of taxation, having a standing army were among the issues they were the most concerned about. They also thought a Constitution would set up a structure of Government that would limit the ability of certain groups to amass all the power in a few hands. The foes of the Constitution were suspicious. Some thought that those who had met for four months in the Constitutional Congress would get all the power for themselves. They were afraid that under the Constitution they would be taxed without being consulted, or their land would be taken. Other opponents couldn’t imagine why there would be a need for an army; they could always defend themselves directly. If the Constitution had not passed, in the short run the states would have had a lot of difficulty regulating commerce, setting up a unified currency and a banking system.
