At the same time, in a conversation that was taking place in a neglected motel, the supposed "state comptroller", was discovered to be a wandering criminal, named "Phorphera". He was having a dialogue with his best friend, "Sharshur", about their miserable situation when all of a sudden the mayor busted in with forced delight and invited them to enjoy the city. Phorphera immediately recognized the great opportunity in this rare situation, and acted like the state comptroller while he played with the mayor and the councilors fears. Sharshur was constantly warning Phorphera about this dangerous game, but Phorphera continued, with enormous success. Phorphera was fooling everyone, including the mayor, but still, the mayor had a gut feeling that something was not right. So he secretly appointed one of his helpers to record all the conversations that are taking place in the state comptroller's office. Meanwhile, each of the councilors, had its own agenda in mind, and so, like soldiers, they went to the "state comptroller" telling him about the corruption in the system and about the crimes of everyone but themselves, and why they should be given a promotion. Phorphera acted amazingly well, and with little sophistication he made the councilors believe that he would actually do what they had suggested, but everything has a price. Phorphera made an enormous amount of money from this. More than he could ever have imagined. In Addition to all this fraud, Phorphera had decided that he needed a bit of fun. So he went straight to the mayor's daughter and tempted her. When he was interrupted by her mother, he started tempting her mother. In the end, he proposed to the mayor's daug...
