In the 1996 elections somewhere around 78 percent of all Political Action Committee contributions went to incumbent members of congress. Another way a Political Action Committee can support a candidate is by issue advocacy ads, advertisements that support issues or candidates without telling constituents how to vote. These advertisements encourage continuants to support or oppose a certain policy or candidate without actually telling them to do so. As long as they do not specifically address the election or defeat of a particular candidate these ads are not subject to the limits on contributions to campaigns. Meaning a Political Action Committee can spend millions if it wants to on ads promoting issues, policies and the candidate of its choice. Opponents of these ads usually argue that they are merely candidate ads while proponents claim that restriction of these issue ads would be an infringement of freedom of speech. As of now, the courts agree with them. Concerned interest groups await the decision on the recent campaign finance reform bill which will limit the running of such ads right before the election. I believe these political action committees are a good aspect of the election process because they fund the candidates with the money they need to put on a decent campaign. Therefore the more commercials and air time these candidates get because of the money the more the general public knows about them.
