Last month Scotland’s government decided that it is taking a dramatic step to make sure that the nations' lungs will be healthier in the future. “The Scottish Executive plans to stub out smoking in public places by 2006. The ban of smoking will mean that any enclosed public place has to be smoke free - that includes cafes, restaurants, bars and places like golf clubs and bowling alleys”(Johnston 8). The ban will protect thousands of people and make them healthier. Smoking is not a normal thing for people to be doing. The average smoker loses 16 years of life and gains ugly side effects because of their addiction. A lot of young people just starting to smoke don’t care but they are being conned by tobacco companies who want them to get hooked. Tobacco companies have also known for years that passive smoking can harm others. “Many restaurants and parts of college campuses are already marked non-smoking. Also, many areas are marked “smoking” as long as the signs are respected then smoking should be allowed in designated areas. It is quite understandable that an expectant mother does not want her unborn child to be affected by others smoking around her. That is why certain areas are marked non-smoking to respect the smoker and not-smoker alike “If laws are established to prevent smoking in public places, this would give the non-smoker control over the smoker” (Serevane 65). Once again smoking in public areas is complex because it entails so much more. The country will lose money, commercials need to be revamped, and rights of both parties must be respected. It should be up to the individual. If you don't like smoking, don't go to a restaurant where there's smoking its that simple. No one should be able to tell a private person how to run his or her business. “In addition, the figures for death rates take no account of passive smoking. That would have an extremely detrimental effect on our ability to do business and compete with other venues" such as Indian casinos and casinos in foreign countries that allow smoking” (Lynn A01). The reason for not restricting smoking in casinos is economic, because so much of the economy in Las Vegas and Nevada is based on tourism dollars, and many tourists who come to Las Vegas smoke. Proposals for bans failed in a number of other communities, including Beloit, Green Bay, Marshfield and Sheboygan. Society must be careful not to over-react about the problem of teenage smoking.
