On 3rd April, 1948, Harry S. Truman signed the first appropriation bill authorizing $5,300,000,000 for the first year of the ERP. Three months later George C. Marshall, Truman's Secretary of State, announced details of what became known as the Marshall Plan or the European Recovery Program (ERP). On 12th March, 1947, Harry S. Truman, announced details to Congress of what eventually became known as the Truman Doctrine. In his speech he pledged American support for "free peoples who are resisting attempted subjugation by armed minorities or by outside pressures". NATO The North Atlantic Treaty Organization (NATO) was established in Washington on 4th April, 1949. The treaty, signed by the Foreign Ministers of Belgium, Britain, Canada, Denmark, France, Iceland, Italy, Netherlands, Norway, Portugal and the United States, provided for mutual assistance should any one member of the alliance be attacked. Greece and Turkey joined NATO on 18th February 1952 and the Federal Republic of Germany (West Germany) on 9th May 1955.
