Between the years 1868 and 1931, the country of Japan underwent many very important and fundamental changes. ... But of all the changes that occurred in Japan during this period, there are two that stand out above the rest. These are Japan’s adoption and institution of a more democratic form of government, and the beginnings of a Japanese empire in Asia.
The movement toward a democratic form of government in Japan was long and arduous. ... The emperor of Japan was restored, and in 1868, with western sources as its influence, the Charter Oath was drafted. ... ” It is during this period, dated between 1905 and 1932, that Japan started to make a major step towards democratic rule (161). ...
The second, and perhaps single most important change in Japan during this period, was the rise of Japan from a divided island nation to a world empire. At the beginning of the Meiji period, Japan was a solitary island nation with little contact with the western world. ... This all started to change in the late part of the nineteenth century and early part of the twentieth century, as Japan took steps to gain a foothold on other lands in Asia and the Pacific.
During the 1880’s, Korea was the focus of most of Japan’s attention. Having control of Korea was seen as very important because Korea could create a buffer zone between Japan and China and Russia. It was thought that this would help protect Japan’s home islands (116). In 1876, Japan made its first show of force towards Korea by using a fleet of gunships to force Korea to open several ports for trade (115).
