He didn't want the animals to think about what he was saying they were just supposed to listen and follow the directions as told. He expected everyone to agree with him. The characters need to eliminate their competition to stay in power without challenges from others. Fear is also used often in this book by characters wanting to become dictators and have total power. The first thing that is telling the animals that if they don't do something and do it right then Jones will return to the farm. They know that it is the last thing the animals want. By scaring them with this threat it makes the animals listen and work harder. Napoleon also uses fear with his guard dogs that he has trained himself. By having the dogs with him he is showing his power and authority over the other animals. He expects everyone to respect him and to be afraid of him so they will listen to his orders. Other ways fear is used is the animals are being told that all humans are bad and should not be trusted. Leaders don't want the animals to think that things could be better with humans or anyone else. They fill their heads with a lot of information about people and expect them to hate them and not do anything they would to. By using fear to make the animals afraid of anything other than an animal as a leader it makes them trust their leader more. Some effects of scapegoating are used to trick some of the animals into believing things that aren't true. Snowball, for example is blamed for many things including plotting against the animal farm as an accomplice of Mr. Jones. Napoleon wants the animals to believe snowball is the enemy because she was Napoleons enemy. He didn't want them to thing things were better when snowball was around.
