Even though the government paid for this act, the cost did not require companies to label their cans. The Pure Food and Drug Act entrusted the responsibility for companies to test all foods and drugs destined for human consumption. It also gave the requirement for prescriptions from licensed physicians before a patient could purchase certain drugs. Finally it required companies to label warnings on habit-forming drugs.
