Of course, we are not talking about some kind of confidential materials that will threaten the nation if they are unfolded, yet we are talking about the public related information. The citizens must be involved in the making progress as well in that the intelligence is usually on the public. Unfurling the information actually match the spirit of democracy. The public defines the power of our leadership. In a democratic society, each person has the right to vote, to ban and to participate. Informed with affluent information, the public will carry out that spirit through participation. If merely a few political elites or socialites make the decision, the despotism will come into being. A well-rounded society will reject this kind of behaviors led by their leaders. In fact, it is the integrity defining the inner traits of a political leader that is sought so vociferously by the public. Telling the truth to the public means not deceiving them. Could any situation, if there is one, be more ashamed than that of a leader or a president having deficiency in morality. A fact recently occurring in China that, for instance, their members were not known for the risky situation of SARS disease indicated the lack of integrity in their leadership. Thousands of victims were not even prepared for the dangerous epidemic before the outbreak. This was indeed worse.
