Utilizing this soft power rests on resources such as the hegemon’s political ideals, culture, policies, and human rights. With a more attractive hegemon, the weak regional power will be more likely to participate in negotiates, in most instances. 19 From the idealist perspective, the hegemon’s counter proliferation strategy will closely follow international law but maintain a self-defense response to an attack. 20 Therefore, the hegemon will reform its current proliferation programs and/or create new programs, as well as declare various states of national emergency, in some instances. 21 The weak regional power, aware of the vast power of the hegemon, will give in and seek to negotiate, in most instances.
