Is graffiti an act of vandalism, or a new art form? Discuss in relation to the nature of norm and deviance, law and crime

...atin word “graffito”. Graffiti is the plural form of graffito. Simply put, graffiti is a drawing, scribbling or writing on a flat surface. Today, we equate graffiti with the "New York" or "Hip Hop" style which emerged from New York City in the 1970's. usually graffiti was made by an individual or individuals upon a wall or other surface. Vandalism means the intentional abuse, damage or destruction. It result of a deliberate act, it usually neglect or lack of consideration. New Arts mean all the new expression, the new category of arts form from de-construction of genres or crossover. Why I think graffiti is an act of vandalism? It is because those drawers usually haven’t a permission to draw the graffiti on the place. When they draw that without permission, they already break the law, so it is vandalism. Beside, after they draw that on the place, e.g. on the wall, this will lead to some cleaner to clean the wall immediately to avoid the image of Hong Kong become negative. This will use a lot of human resource to do so. On the other hand, in some places which are unobservable, the other people will complain about that, it also damages the image of Hong Kong. So I think that graffiti is an act of vandalism. As I said graffiti is an act of vandalism, how come it is also a new art form? It is because a new art form is a new expression. It express by drawing some new, special drawing, write some meaningful, special word on some place. It beside is an drawing, it also can express something, for example, the reflection of Hong Kong, their feeling, what they / most of the people in Hong Kong are think etc… from the graffiti we can see the real reflection of Hong Kong and the situation. So I think that it also a new art form. From the above, we can see that there was a conflict between the new art form and the act of vandalism.
