The House of Burgesses survived because Britain encourages the colonies to form their own governments and did not enforce the English laws overseas. During the Spring of 1638, the Connecticut towns of Windsor, Hartford, and Wethersfield formed a legislative assembly in Hartford. After a sermon by Thomas Hooker, the delegates drew up the Fundamental Orders on January 24, 1639. Withoutmention of their loyalty or hate of England and her king, these three towns adopted The Fundamental Orders of Connectict. Inthe first constitution of the United States, it describes a plan for a self government, placing the welfare of the community over one's needs, having an election for governor and 6 assistants, and a legislative assembly. By England stepping back and allowing thir North American colonies to make their own governments and hold legislative assemblies, they were helping American grow closer to independence. Great Britain expressed religious salutary neglect in the colonies through William Penn. In 1681 the king granted Penn and enormous piece of land (Pennsylvania) through a debt the king owed Penn's father. Penn attracted mainly industrious workers from many countries with his promise to welcome anybody and everybody to the Americas. Pennsylvania was mixed religiously because of Penn's acceptance and a majority of the immigrants were seeking religious freedom. Although Britian was insisting all her citizens convert to the Anglican religion, she allowed Penn's settlers to practive their individual religion. Also under Britian's unwatching nose, the colonies expressed religion freedom when Roger Williams founded Rhode Island when he was run out of his community in 1636. There new religions were formed and people of all denominations were welcome to escape religious persecution. This is an example of salutary neglect in which religions who woul dbe perseuted in England were free to practice their religion. Britain did not use their ever popular salutary neglect when they enforced the Navigation Acts in 1651. In a way to pay no import taxes, the first of the Navigation Acts required all products entering Britain from America, Asia, Africa, or Europe be on a British ship.
