Best form of government
Many political theorists can agree that it is very difficult to predict which form of government will, without a doubt, produce the most desirable outcomes. ... To understand how to best govern a society, one must begin by understanding the nature of its people. ... Hobbes contends that good governance can best be attained through a system in which an impartial third party is present to ensure that the convenants among the citizens are being honored. ... To better understand this problem, one should first consider John Locke’s view of the role of government. Locke argued that government should not have the power to arbitrarily impose something on its citizens merely because it might be in their best interest. Government is only a means by which property can be protected. In his Two Treatises of Civil Government, Locke argued that all rights are based upon ones interest in ones own property. Therefore, the only real justification for government is that it must manage property issues among the citizens and should only do so while it maintains the consent of the people.
