...arger states supported the Virginia Plan which written by James Madison, stated that there should be a proportional representation in the national legislature, however the small states supported the New Jersey Plan, that proposed equal representation. This was written by Edmund Randolph. The problem was eventually resolved by the Great Compromise, which the Constitutional Convention decided that in the House of Representatives each state's number of seats was to be assigned according to its population, encompassing proportional representation, and filled by popular vote. In the Senate, each state was to have two members which was an example of equal representation, elected by its state legislature.
