The root of the problem is surplus of grain. This problem of overproduction, which had been going on for ages is getting worse with new scientific technology. To help deal with this problem, the Roosevelt administration established the new deals which, along with other government services, controlled this problem. This was done by setting a system of “price support” for the farmers, and grain reserves. By doing this, the surplus grain, was kept off the market led to higher prices on foods and food products.
