...o the communities. There programs are precise and consistent with the needs of the community. They have combined traditional and contemporary policing; contemporary policing is defined as the community holds the key to their own safety and traditional policing is known as police officers patrolling and responding to emergency calls. The O.P.P describe community policing as; “the delivery of police services, resulting from a community and police partnership that identifies and resolves issues to maintain social order.” They address community policing as a partnership between the police officers and the people of the community. They have devised many committees in order to put their plan into action, such committees are “Consultative Community Policing Committee” in which they have a representative who reiterates the information the police have found to the rest of the community. Since Community Policing differs from community to community, it allows the different communities to choose what level of involvement they are willing to uphold. Some communities would like to have only minimal input whereas, other communities may want to have more input and more involvement. Each community that has become involved in community policing has their own committee in which they gather to discuss the problem areas, the ongoing issues and the rest of their concerns for their community. The Ontario Provincial Police have become extremely interactive with this program and has continued to reform and create new programs. The Ontario Provincial Police has implemented a “new service delivery model” which is customary to each community. The O.P.P are striving to make communities safer and in order to do so they are evaluating the different communities. In doing so they are able to target the areas of the community that need improvement and also they are able to put these problem areas in order of importance. The O.P.P has recognized the differences between communities whether it be an economical or geographical factor. There are four main areas of this plan and they consist of; police/community partnership, distinct and consistent problem solving techniques, provision of enabling technology to strengthen community accountability and promote the sharing of the “best practices”. The O.P.P have put forth an action plan which consists of three stages. The first stage is the profiling stage in which they examine the different aspects of the community for example, the demographics of the community. The second stage consists of customizing an action plan for the communities which enables the police officers to work at making the community a much sager place by targeting all the unsafe areas and main issues they face. The third stage is somewhat like a report card stage in that they implemented program is graded and critiqued in order for the program to be improved. Attached to this page is a pink sheet that has a sample strategy template that is used when the partnership is working on an issue that the community is facing. Aside from the Ontario Provincial Police the Toronto Police have also initiated programs for safer communities. They have added a total of 1, 023 new police officers for the Community Policing Partnerships (CPP) program and will also be receiving $5.2 million to aid the program. There has been a considerable amount of change in the North Etobicoke communities since it has adopted the North Etobicoke Revitalization Project. The people in the community have gathered together to create a skills development program and recreational programs for youth to keep them occupied so that they do not feel tempted to commit crimes, furthermore, they have also formed awareness groups to inform the people of the community of its issues and also to unite them. This program seems to have worked seeing that the police have reported less crime in this area. They have also established Community Police Liasion Committees (CPLC’S) this is another committee that allows involvement of the communities in evaluating and discussing annual progress moreover, correcting issues that are deficient. It shows that the Neighbourhood Community Safety Program and Education on Community Safety have the most resources. Community policing has become a sufficient use of Ontario’s resources. It has become such a large program that is highly beneficial for the citizens as well as, the government. It forms a connection between the citizens, police officers and the government. This connection enables them to ensure the safety of its community. Moreover, community policing has also emerged within the Universities, they have formulated programs in order to ensure safety at the Campus for the students who live there as well as, for the students who do not and study late in the evening at the campus. It has become a large part of society, the increasing awareness of crime prevention and the many advocates that are promoting crime prevention; it has become widespread throughout the Country. Community policing is highly constructive for many reasons, as it keeps unfolding as a chain reaction.
