He favored the agricultural society and the government to be ruled by the informed masses and preserve states rights for a weak central government. However, one of the leading arguments between Hamilton and Jefferson was the proposal of the United States Bank. Hamilton, who proposed this idea, wanted the bank which would be primarily owned by the government, would hold government money, and would also print money to greatly help the government in taxing and trading. Jefferson believed that this bank was unconstitutional since the constitution did not call for a bank like this. Seeing as Thomas Jefferson held the idea that states’ rights should be honored, he also thought that the states should be allowed to create their own banks. Hamilton then argued that since the constitution did not allow a national bank the government was allowed to create the Bank of the United States. By 1791 Washington allowed there to be a Bank of United States. In spite of the bank other arguments that lead to the first American political party included establishing a good credit rating in the new country, proposed by Hamilton. During this time the new country was in dept and Hamilton as a Secretary of Treasury wanted to establish a good credit in order to use it for emergency events such as wars, as the 1790 Assumption included.
