Many deals have been made in order for it to be beneficial. The Senate Republicans reached an agreement for a compromise in which would gather bi partisan support to break through parliamentary refusal for border security. In the agreement, the Senate would allow undocumented workers a path to legal employment and citizenship if they could prove that they have been in the country for at least five years. To obtain citizenship, the immigrants would have to pay a $2,000 penalty, back taxes, learn English, and undergo a criminal background check and remain working for 11 years. For those who have been in the United States for less than five years, they would have to go to one of the sixteen designated ports of entry and apply for a form of temporary work visa for low-skilled and unskilled workers. Usually on a bill, different parties would have splits on how they feel about the particular bill. There is a split in the Republican party in which shows to be a significant factor on the debate for the bill. Many of the senators, like Jon Kyl and John McCain, are facing important elections. McCain is the chief sponsor of legislation that would give the immigrants a path towards citizenship. Kyl is a key person for a guest-worker program that would require immigrants to return to their countries when their visas expire, which is thought to be unrealistic. Republicans want to have immigrants to work here because many of them take jobs that are minimum or less that minimum wage in which no other group of people would want to do. Many Democrats and much of organized labor groups oppose the temporary guest worker programs since they believe that they condemn individuals to a second-class existence, exploited by their employers. There isn't a big split between the Democrats like there is on the Republican party. The Senate Republicans argue, with the help from Democrats, that those illegal immigrants who work, pay taxes, and learn English should be considered for Citizenship. However, the House Republicans are pushing to criminalize the presence of illegal immigrants here in the United States. Most senators are voicing their opinion in what they would want in the final bill for the immigrants. Senator Evan Bayh, Democrat from Indiana, cosponsored bill to vote to increase foreign-worker importation. Senator Hillary Clinton, Democrat from New York, believes that the bill passed by the Republicans would harm the undocumented workers. Senator Christopher Dodd, Democrat from Connecticut, also is a strong believer in higher immigration, population growth and foreign labor. Senator John Edwards and John Kerry, Democrats from North Carolina and Massachusetts, hasn't taken any action towards the bill. Senator George Allen, Republican from Virginia, believes that they shouldn't pass anything that rewards illegal behavior, “It allows those who are here illegally then to get in line to become a citizen.
