The plaintiff is the ranch operators and the irrigation districts that receive water from the Klamath Project. ... However, The petitioner wants to stop the implementation of environmental restrictions on the Klamath Project because sufficient scientific evidence has not been provided supporting the Bureau’s claim. ... The Supreme Court found that the plaintiff’s allegation that the amount of water available if reduced would adversely impact the ranchers. ... The Supreme Court felt that the ESA’s citizen-suit negated or rather expanded the zone of interest.
