In an average day in the lives of America’s troubled youth, nine will die from guns; six will commit suicide; twenty-seven will die from causes related to poverty; almost three thousand unmarried girls will become pregnant; 623 teens will become infected with venereal diseases or AIDS; almost 1500 will drop out of school; close to two thousand will be sexually abused, and about 1700 will end up im jail (Wormer 9). But the even bigger problem is how to deal with these juveniles. For years, arguments have raged through gymnasiums, halls, and court houses across the country in an effort to figure out a way of effectively, but not overly, punishing youths.
