The year 1917 began not only the law enforcement career of Hoover but also the increasing tension caused by the Communist Revolution in Russia and the era known as the Red Scare. Hoover was promoted several times throughout the year due to merit and the sheer number of cases that required tending to as a result of the war, “From the day he entered the Department, certain things marked Hoover apart from scores of other law clerks” (Alexander, Gentry). ... Hoover was made head of the General Intelligence Division (GID), and by 1921 he had 450 000 names of radicals all in categorised files. ... Hoover’s goal in the raids was to arrest the largest number of people whilst preserving records that could be used for further arrests. Hoover became an expert on communism and he used the emergence of the two Communist Parties to boost his career in the Bureau by using propaganda to stir the psyche of citizens, he wrote- “Civilisation faces its most terrible menace of danger since the barbarian hordes overran West Europe and opened the dark ages” (Hoover). ... Attorney General Harlan Fiske Stone, appointed Hoover as Acting Director in 1924 mainly because, “Hoover, always quick to pick up nuances, probably sensed very early that what Stone really wanted was someone to take his ideas and run with them”, (Gentry).
