As Moldova moved to independence, these two groups became increasingly alarmed about their futures and about the protection of their national and ethnic status in the new republic. These concerns were partly flooded by the fears that Moldova would unite with Romania, fears which were increased by the adoption in 1989 of the Law on the Official Language of Moldova, which proclaimed Romanian the official language of the Republic and envisaged language proficiency tests in 5 to 7 years for all persons detaining ranking positions in the central and local administration. Having been encouraged by such support from Russia, the leaders of the self-proclaimed Transnistrian "republic" took even harsher stance in their negotiations with Moldovan Government, having declared that they would accept nothing but full Transnistrian independence or at worst the symbolic confederation with Moldova as an equal partner.
