Luis Moreno-Ocampo, the chief prosecutor for the International Criminal Court (ICC), announced on September 9th that his first investigations would focus on recent alleged massacres and other crimes in the eastern Congo region of Ituri. While this is a welcome step in the process of returning peace to war-ravaged central Africa, it requires something that has thus far been absent in the region—the ending of conflict. Resolving conflict is a precursor to positive, permanent peace, and it cannot happen without an effective peacekeeping operation.
