Changes in the economic policy between 1917 and 1923 were caused largely by the
ideology of the party and the support of them. However, Pratical considerations
played an important part in economic policy, in the way that if it did not favour
economy financially, or for whatever reason, the policy would be changed for a much
more suitable one.
Tsarist Russia was on the verge of collapsing when it was overthrown in
February 1917, as supporters from all social groups were lost due to food shortages of
the first world war and conscription. This then suggests that it was the collapse of the
Tsar from lack of support than the strength of the revolutionists, changing the
political ideology and also social acceptance in Russia. ... To continue world war one to gain land was a very unpopular decision, so
in the progress lost much support from the people of Russia. ...
The Bolsheviks in 1918 took over from the provisional government and
imposed a new regime to Russia.
