Vaswani) Minimum Agenda for E-Governance in the Ministries / Departments of the Central Government · Each Ministry / Department must set up LANs and provide PCs with necessary software up to the Section Officer level. · 100% training of all staff who have access to and need to use computers for their office work should be ensured. · Each Ministry / Department would start using the Office Procedure Automation software developed by NIC with a view to keeping a record of receipt of dak, issue of letters, as well as movement of files in the department. · Pay roll accounting and other house-keeping software should be put to use in day-to-day operations. · Notices for internal meeting should be sent by email to the officers and also put up on online notice boards of the Ministry / Department. · Ministries / Departments should use the Web-enabled Grievance · Redressal Software developed by Department of AR & PG. · Each Ministry / Department should have its own website. · All Acts, Rules, Circulars should be converted into electronic form and, along with other published material of interest or relevance to the public, should be made available on the internet and be accessible from the Information and Facilitation Counter. · The websites of Ministries / Departments / Organisations should specifically contain a section in which various forms to be used by citizens / customers are available. The forms should be available for being printed out or for being completed on the computer itself and then printed out for submission. Attempts should also be made to enable completion and submission of forms online. · The Hindi version of the content of the websites should be developed simultaneously, as far as possible. · Each Ministry / Department would also make efforts to develop packages so as to begin electronic delivery of services to the public. · Each Ministry / Department should have an overall IT version or strategy for a five year period, within which it could do detail specific action plans and targets ( including the minimum agenda) to be implemented within one year. and well (J.P. Vaswani) Inauguration of Centre for e-Governance In an initiative to promote procedural simplicity, speed and convenience and facilitate e-governance, the Department of Information Technology has set up a Centre for e-Governance at its premises in New Delhi. Apart from offering e-governance solutions and services, the Centre showcases successful e-Governance applications deployed in various states. The Centre aims to offer services such as technical consultation, proof of concept and thematic presentations, apart from creating awareness amongst decision makers at the Central and State level and helping them in defining and implementing process and policy changes for effective e-Governance. The Centre would also draw upon leading companies, technical institutions and business partners within the country and abroad and help initiate projects to address specific needs, The Centre was formally inaugurated on 15th August 2000 by Shri. Pramod Mahajan, Hon'ble Minister for Communications, Information Technology and Parliamentary Affairs and Shri Arun Shourie, Hon'ble Minister of Disinvestment and Administrative Reforms. Back to Top About the Centre for e-Governance As part of the increased thrust on e-Governance, Department of Information Technology, Government of India, has set up a Centre for e-Governance (CEG) at its premises – Electronics Niketan in New Delhi. The Centre, first of its kind in the country showcases several e-Governance applications and solutions that have been implemented, and offers such other services like technical consultation, proof of concept and thematic presentations. Conducting programmes for creating awareness among decision makers in the Centre and State Governments and helping them in defining and implementing process and policy changes are other important objectives of the Centre. The primary activities of the Centre are: · To showcase the best practices in the area of e-Governance · Conduct programs for creating awareness among decision makers in the Centre and State Governments. · Demonstrate the feasibility of concepts in e-Governance to the decision makers through workshops, demonstrations video/teleconferencing etc. · Help the Central and State Governments in defining and implementing the process and policy changes. · To enrich the repository of best practices through continuous interaction with subject experts from India and abroad. The Centre would also draw upon leading companies, technical institutions and business partners in India and abroad and help initiate projects to address specific needs. The Centre would further strive to establish strong links with similar institutions worldwide to enrich the repository of best practices through continuous interaction and participation. The agencies showcasing their applications at the Centre are C-DAC, CMC, NIC, Microsoft, Oracle and Comvision. More agencies are expected to participate as the activities of the Centre pick up. The Centre would also organise guided tours of the Centre for IT Ministers, Parliamentarians, Legislators and decision makers on a regular basis. Information Age Government The advent of Information Technology as a highly leveraged enabling tool for delivery of products and services has now redefined the fundamentals and changed the institutions and mechanisms of delivery forever. This Information Age paradigm shift is characterised by Citizen and Business focus integration driven as it were by the choice of service providers and means of access. In this context the concept of Public Governance has not gone unaffected. It too has seen a fundamental shift in the concept, manner and method by which the State has deliver its services. This new practise of administration of the Public has developed into the concept of Electronic Governance. 2. Definition: Electronic Governance is the application of Information Technology to the processes of Government functioning to bring about · Simple · Moral · Accountable · Responsive and · Transparent Governance. 3. Vision Statement The Department of Electronics has taken upon itself the charge of translating this definition into definitive reality by: · Harnessing advances in IT and the opportunities so presented to restructure Government, Citizen and Business interfaces with the objective of better governance. · Establishing institutional mechanisms to facilitate initiatives towards synergic utilisation of IT as an enabling tool for efficiency and effectiveness in public administration. · Targeting to achieve at least 25% of the government dealings & services to be delivered electronically through computers, telecommunication, TV within 5 years. 4. Strategic Imperatives The Vision is sought to be achieved by: · Developing the institution of Nodal Officers both within the MIT as well as corresponding Departments in the Government of India for quick initiation and transfer of suitable technologies and packages enabling Electronic Governance (EG). · Leveraging resources of various Ministries/Departments & Public Sector Institutions of the Government of India to enable adoption & adaption of objectives of electronic delivery of services. · Encouraging development of similar mechanisms and dedicated institutions at the State level. · Encouraging various Constitution Bodies to adopt EG as a tool for more effective delivery of services and administration. · Addressing privacy concerns through a clear statement of continuing commitment to the data protection and Internet security methods both in the Public and Private domain. 5. Objectives and Indicative Road Map (OIRP) 1. Identify functional areas in every Ministry/Department most necessary to be taken up as also these which are easily assessable to EG. 2. Make an inventory of existing applications/packages both domestic and international facilitating Electronics Governance (EG). 3. Initiate moves to encourage Central and State Governments to develop and link, already existing databases to the public domain. 4. Initiate and develop Data Warehouses in every Ministry & Department to facilitate the process of EG. 5. Leverage resources and activities in the various State Governments for Data Base building activity. 6. Initiate and develop pilot projects in applications that are currently not available so as to extend full benefit of IT. 7. Develop and integrate suitable models in areas of Electronic Governance where systems are being developed independently by Central or State organs.
