The promoters of demands and issue strive hard to place them on policy makers’ agenda. They exert or invest their talent, energy, and time to move their interest on to the agenda of the policy maker when they feel threatened by the malfunction of the environment. If demands of a group are embraced by political leaders, the opponent of incumbent leaders may resort to deride to deter the demand for ampler policy.
Policy makers select items for the agendas at the demands of the far less popular powerful group.
