The Overall Effects of Parole on the 20th Century Society

By the twentieth century parole came into its own. Forty-six out of the forty-eight states of the union had parole laws by 1925. Mississippi and Virginia were the two southern states that did not use the parole system. By 1942 Mississippi and Virginia adopted the use of parole. Illinois adopted the parole system in 1897. ... 5 years before parole was introduced. Moreover, parole in Illinois tended to replace pardons and commutations, which had shriveled almost to zero by 1926 (Friedman). In 1925 a Pennsylvania reported had stated that parole is not leniency, parole really increases the state’s period of control. In the 1940’s, a man on parole was subject to a tremendous range of conditions. In Illinois, it was a parole violation to drink or use drugs, in Minnesota, to go into debt or to buy goods on the installment plan; in Connecticut, a parolee had to file monthly financial reports; in California, “public speaking” or political activity were forbidden; in Massachusetts, a parolee could not “live with any woman not [his] lawful wife. ... This special commission produced guidelines for parole. ... Parole Commission and set up a Sentencing Commission. ...
Eleven states (California, Delaware, Illinois, Indiana, Maine, Minnesota, New Mexico, North Carolina, Oregon, Virginia and Washington) have abolished parole. ... Most states without parole still use systems which grant prisoners early release by earning good behavior credits. However, a parole board does not review whether a convict is a safe risk for being released into the community. Florida reinstated parole hearings after an inmate released under a credit system murdered a police officer. The report declared that in states that have abolished parole, “public confidence in the system has plummeted, costs have skyrocketed, prison populations have grown out of control, and violent and dangerous offenders have been routinely released with out any judgment or accountability.” In other words, parole apparently provides community supervision for less violent prisoners and allows room in the prisons to maintain the more violent prisoners (Jacobs).
