Financial Management Squeezing out Inefficiencies Case Study of Base Food Service Okinawa Japan MSgt Lartha J. Downes Student ID #8925 BBA 3301A Financial Management IN LATE 1980, NEWSWEEK, TIME, THE ATLANTIC MONTHLY, DUN’S REVIEW (TWICE), AND EVEN ESQUIRE CARRIED COVER STORIES ON THE GENERAL THEME THAT THE MANAGERS WERE TO BLAME FOR THE SAD STATE OF AMERICAN BUSINESS-NOT OPEC, NOT REGULATION, NOT MONETARY INCENTIVES, NOT EVEN OUR PUNY INVESTMENT EXPENDITURES. FORTUNE REPORTED AN EXECUTIVE VICE PRESIDENT AT HONDA AS SAYING: The amount of money [the U.S. auto companies] are spending really doesn’t bother me. Please don’t misunderstand. The United States is the most technologically advanced country, and the most affluent one. But capital investment alone will not make the difference. In any country, the quality of products and the productivity of workers dependent on management. Excerpts on pages 34-35, In Search of Excellence: Lessons from America’s Best-Run Companies by Thomas J. Peters and Robert H. Waterman Jr. dated 1982 The government market place has increasingly become aware of both traditional sources of logistics value (i.e., operating cost reduction which includes transportation expenditures, distribution/fulfillment labor costs, administrative costs, inventory carrying costs, and total distribution network expense), accelerated invoice payments, and total supply chain inventory levels and improved return on assets (ROA). In addition, while some progress has been made in decreasing warehousing and inventory carrying costs, the physical transportation area still shows much room for improvement and often accounts for almost half of total logistics costs. This is a case study of Base Food Service Property Division, located in Okinawa Japan. Our mission is to support nine Marine Corps Mess Halls and six Department of Defense Schools with Food Service equipment and supplies. Our annual budget is in excess of $8 million fiscal dollars.
