Applying the concept of the ‘Learning Organisation’ [LO] is an important ingredient of any ‘rounded’ Knowledge Management [KM] programme. So what is a Learning Organisation? There are many definitions of the Learning Organisation. Some of these are shown below: ‘The essence of organizational learning is the organisation’s ability to use the amazing mental capacity of all its members to create the kind of processes that will improve its own learning capacity’ [Dixon, 1994] ‘A Learning Company is an organization that facilitates the learning of all its members and continually transforms itself’ [Pedlar et al., 1991] ‘Organizational Learning occurs through shared insights, knowledge and mental models … and builds on past knowledge and experience – that is, on memory’ [Stata, 1989] ‘Organizations where people continually expand their capacity to create the results they truly desire, where new and expansive patterns of thinking are nurtured, where collective aspiration is set free, and where people are continually learning to learn together’ [Senge, 1990] ‘A Learning Organization is an organization skilled at creating, acquiring and transferring knowledge, and at modifying its behaviour to reflect new knowledge and insights’ [Garvin, 1993] Two concerns have been expressed when dealing with the term ‘Learning Organisation’ namely, 1.
