To further understand why gangs are a problem we must first understand what one is:
Gangs can be said to be a group of three or more individuals bonded together by race, Origin, culture or territory, who associate on a continual basis for the purpose of committing Criminal acts, Bruce (1995)
This definition says that a gang does not necessarily have to be a large group of people, in fact it can only be 3 or 4 people who are going around and causing trouble. This is a very important point because if a gang is classified as 3 or more individuals than there are more gangs in America than people think:
No one knows how many gangs exist in America today. A 1992 survey of police department records estimated that there were 4,881 gangs in the nation. However, because this survey does not include data from all cities and because different jurisdictions define gangs in different ways, the results of this study do not represent a comprehensive national total. The actual number of gangs may be much higher, Oswan (1996).
This shows how everyone classifies gangs differently so if you look at the whole picture the law really needs to inform themselves because of the diverse number of gangs there are in America. So one major problem may be that there are just to many gangs for the law to handle. Because there are all sorts of gangs young and old.
Juvenile gangs are typically classified as violent, delinquent, or social. Members of violent gangs sometimes have unstable personalities. ... Maybe the law should not concentrate so much on catching and throwing the members of gangs in jail. ... This way at least some of the gangs will weaken and diminish because their members get their minds straight. ...
Another question that needs to be asked is what exactly are the gangs of America doing to cause such a threat to the people?
