In Salem, the population is becoming afraid of the witch-hunt, as so many have already been arrested. The Salem community is beginning to strongly doubt that any evil from the Devil is loose in Salem, but they do fear the evil of the court. The suspicion from the town is causing talk of rebellion against the court, and Parris is aware of this fact.
