Waihole Water Question: What are the issues involved with the windward and leeward water dispute? The issues were over who gets the water of Waihole. I am going to explain this from both perspectives. The first perspective is from the leeward community. The leeward community thinks that they deserve the water more because: issue one – they have more money to pay for the water, so that the government would get more money from the leeward than from the windward. Because the windward is so much more poor that the leeward. Issue two – they say that they have been using the water ever since the ditch was built and it should serve as a first come first serve, issue three – they state that Oahu is running out of water and that the leeward area should have the water.
