OPERATIONAL BARRIERS TO ANTOJITOS BORICUA ELECTRONIC COMMERCE ROLE OF GOVERNMENT If the government involvement is required, its aim should be to support a consistent and simple legal environment for commerce. Fundamentally, government must recognize the unique qualities of the Internet, most especially those relating to border transparency, and avoid any action that has the effect of driving lawful activity. Government should move quickly to adopt new technologies as a means to both improve the efficiency and effectiveness of service delivery, and to demonstrate the advantages of electronic commerce. Certainly, the federal government will need to work with national and regional governmental organizations, industry associations and other interested parties to develop common approaches to, for example, the issuance, recognition, and use of digital currency to enable electronic payments. 2. INVESTMENT CLIMATE Unfortunately, our share of global foreign investment fell from about 9% to about 4.4% over the same period - meaning that as a country we have lost half our global position. Continuation of the kinds of restrictions on foreign ownership and investment that now apply to certain traditional services, such as broadcasting and communication facilities, would hasten this decline.
