Japan Position Paper for the World Health Organization Topic I: Global Outbreak Alert and Response Network An extensive network of experts and administrators in order to control communicable diseases is indispensable. The objectives and initiatives of the Global Outbreak and Response Network, (to be referred to as GOARN herein after), have been recognised by Japan as a necessity to ensure the increased stability and prosperity of the international community. With the increased globalization of this world, the ability to predict and prevent major disease outbreaks will prove to have a beneficial impact on the developing world. In the recent SARS epidemic that plagued Asia and many other areas of the Globe, Japan took action, in accordance with GOARN, to help halt the spread of this infectious disease. The assistance given by Japan consisted of the dispatch of Japan Disaster Relief Expert Teams to Viet Nam and China, provision of medicines, medical equipment etc., for China, Mongolia, and Southeast Asian countries and emergency aid grants to China for the purchase of much needed portable x-ray machines, ventilators, transfusion pumps and intensive treatment monitors. Throughout the SARS epidemic, Japan also ensured the safety of its own citizens by setting up a four pillar system to inform the population about SARS and to prevent any possible outbreaks. Telephone hotlines and websites were set up to inform the population of any new updates, travel advisories were implemented. Screening centres were set up at both sea and air ports to ensure any possible infected travellers are caught before entering the country.
