For me his contribution to the development of the internet was the most important due to the fact that his ideas are what the internet is based on and it is from these ideas that the internet has evolved into becoming what it is now. He had the key ideas first, at a time when nothing like this existed and laid the basic foundation for the internet. So in my view, it is Paul Baran who made the most significant contribution to the development of the internet.
