Just because it is written down and it sounds good does not mean it is true, on the Coast Guard requiring PFD's to be worn by children under 13 We are safe now! The Coast Guard's, new regulation to require ALL children under the age of 13 to wear PFD's is fundamentally flawed. They report that between 1995 and 1998 there were 66 drowning deaths, or 16.5 deaths per year. I counted on my atlas 30 states, including Alaska and Hawaii, on both coasts and the Great Lakes. This gives approximately one half a drowning per state per year.
