In the opening paragraph of Mill’s speech he states first and foremost that he would like to agree with these kind hearted people. He does this to butter up his audience, which he continues to praise for their service to the community. He speaks of the good they have done in changing the laws, which in the past were way too strict. He continues on saying that murder is basically the only crime punishable by death. The next part of this speech is not as kind. Mill strongly states that murder is the greatest crime known to man, and when a person who is guilty of this crime is not fit to live in society he should be executed. His point for this reasoning is that it is their duty (the people listening) to deprive life to those who are unworthy of it. He says executing the criminal is the most humane penalty that can deter this crime of murder. He clearly and simply states in his next short paragraph that the penalty of life imprisonment with hard labor, the only other possible penalty to deter this crime, is in actuality much more cruel than death, and that by giving death they would be showing mercy.
