There will be a cost in waging a war against Iraq. ... Why should the US invade Iraq? ... The oil-for-food program was a sanction placed on Iraq in order to accomplish that goal following the Gulf war. A discussion and explanation of this sanction, the relevancy of the oil issue encompassing war efforts in Iraq, and whether or not these truths are enough to keep the US convinced to remain inactive, are relevant questions to be addressed in this essay.
“Oil-for-food is a unique programme, established by the Council as a temporary measure to provide for the humanitarian needs of the Iraqi people, which is being implemented within the context of a sanctions regime with all its attendant political, psychological and commercial dimensions, until the fulfillment by Iraq of the relevant resolutions, including notably resolution 687 (1991) of 3 April 1991.” (The Supplementary Report of the Secretary-General of 1 February 1998 - S/1998/90) This sanction was emplaced in order to regulate Iraq’s budget, mainly intended to limit Iraq’s ability to reinforce its military with nuclear ability, etc.
