During the last decade, new efforts have aimed at improving foreign language education in the United States. These efforts have arisen out of the desire for change in foreign language teaching across the country. From these efforts we would expect to see higher levels of language proficiency attained. Many European countries have adapted their foreign language programs already; their programs revolve around a common basis and terminology that is used for planning syllabuses, examinations, teaching materials and teacher training programs. ... In particular we need to look to countries like ours that have a single official or national language but that are succeeding in developing citizens with bilingual or multilingual proficiency.
At a recent conference by the Modern Language Association, Claire Kramsch stated that we need to establish some continuity and coherence for students who want to see the payoff for their efforts.
