... From then, a number of different and often rival Palestinian groups emerged to represent the Palestinian refugees. In 1964 the Palestinian groups came together to form the Palestinian Liberation Organisation (PLO). The PLO operated primarily as an umbrella organization prominently dominated by Yasser Arafat’s Fatah group and the Popular Front for the Liberation of Palestine (PFLP). In 1969, Arafat was elected the PLO Chairman. In the 1970’s the Arab governments and the UN recognized it as “the sole legitimate representative of the Palestinian people.”
The PLO’s prime aim is the return of their homeland. The anthem of the PLO in itself shows this, “Palestine is our country. ... ” The guiding ideology of the PLO is outlined in the Palestine National Charter, adopted in 1964. The Charter functions as the PLO’s constitution and contains 33 articles calling for the destruction of Israel and states the objectives and desires of the Palestinians. In Article 11 it reveals that the Palestinians have three aims, national unity, national mobilization and liberation. As well Article 26 states that the PLO “is responsible for the Palestinian Arab people’s movement in its struggle to- retrieve its homeland, liberate and return to it and exercise the right to self-determination in it- in all military, political and financial fields”
However, Palestinian policy towards Israel underwent change in the 1970s. ... During the 1970’s a more moderate Palestinian view emerged which allowed for a Palestinian state existing alongside Israel, much as the UN had planned in 1947.
Methods
The PLO was responsible for numerous acts of terrorism from its creation, resulting in the deaths of thousands of civilians. Among the infamous attacks conducted by the PLO are: the blowing up of three jumbo jets (British, Swiss and American) in the Jordon desert; the murder of 11 Israeli athletes at the 1972 Munich Olympic Games; the killing of 21 schoolchildren at Ma’a lot in 1974; the death of thirty-five people and wounding of eighty-five in an attack on Israeli tourist buses along Haifa-Tel Aviv coastal highway in 1978; high jacking of the Achille Lauro cruise ship in 1985 and the murder of disabled American Jewish passenger Leon Klinghoffer.
