... 5542 is being introduced because of increasing reports of hazing in middle schools, junior high schools, and high schools. In San Antonio Bridget Gutierrez wrote an article for the San Antonio Express-News entitled “Hazing probe soft on history” in which she shed light on the problem. Here is an excerpt from that article:
When a JROTC cadet at Churchill High School was accused of hazing his peers with a broom handle this summer, North East Superintendent Richard Middleton vowed to "get this whole issue out in the open. ... "
Three months later, it appears there was little attempt by the administration to investigate allegations that hazing of young cadets was the norm.
Hazing is also found outside of military organizations, and sometimes ends in death. In Scott Carroll’s article “Teen sought love, found only death” the problem with hazing becomes even more apparent. ...
There is no current law on the issue of hazing.

Arguments against the legislation speak of the benefits of hazing. ... “Hazing taught me to humble myself, listen to authority, interact with several people closer than most people do with their best friend, siblings or family. Most of all, hazing taught me my personal limits on pushing myself beyond what I ever have had to overcome.
