Child Labour. One of the most provocative subjects today; one of the most likely to illicit a vehement reaction from virtually anybody in the civilized world; child labour is an endemic that taints modern society. Yet despite being both morally and ethically wrong, child labour has perpetrated for centuries in different parts of the world. Today, the International Labour Organisation estimates that 250 million, that’s right, ladies and gentlemen, one quarter of a billion children under the age of 15 are working. This is what we mean by child labour, ladies and gentlemen, the employment of children under the age of 15 outside of the home.
But if it is so wrong, ladies and gentlemen, why then does child labour exist? Can it be justified? ... Yes, is the answer, child labour is a necessary evil; there are no alternatives. ... The truth, ladies and gentlemen, is both disheartening and cruel, but we must realise that the justification for child labour lies in its necessity; for entire economies are dependant on child labourers and entire families are dependant on the meagre income generated by one or two children working in factories.
This is what we mean by justifiable, ladies and gentlemen, that there are enough reasons to explain the existence of child labour and allow it to continue.
