What does the future hold for planning in South Africa

INTRODUCTION

The country of South Africa is a melting pot of different cultures. ...
The historical restrictions on the supply of land and housing for black South Africans has
led to the emergence of low-income residential practices marked by over-crowding,
settlement processes occurring illegally on unplanned and unserviced land and urban sprawl. ...

THE LEGACY OF APARTHEID
Apartheid legislation was repealed in 1991 and South African cities entered a new era freed
from the coercive legal constraints of the past. ... The vast majority of South Africas urban
dwellers will continue to live within the framework established under apartheid for the
foreseeable future.
The transition to democracy in South Africa brought about the affirmation of the value of
participatory and partnership principles. ...

PLANNING IN THE NEW SOUTH AFRICA
The diversity of South Africa’s settelments is so large that it is almost impossible to provide
any kind of checklists for similar settlements types in same province and expect to see the
same results. The Report on Sustainability Analysis of Human Settlements in South Africa
( November 2002) highlighted a number of tensions, threats and successes
pertaining to the sustainability of human settlements. ...

The most critical threats to the sustainability of settlements in South Africa include:
     ∙ water scarcity;
     ∙ crime and the fear there of;
     ∙ the Aids pandemic;
     ∙ growing poverty;
     ∙ institutional complexity; and
     ∙ underperformance and inefficiency in some parts of the public sector.
Gauteng Province (comprising the greater Pretoria and Johannesburg regions) along with
the other major urban areas of South Africa is experiencing massive influxes of people. ... Future housing demand exceeds 1,5 million
units. ...
In the light of the intricate problems of the fast developing South Africa, urban planning as
it was done before 1994 has fallen out of fashion. ... And the precarious state of public budgets has made any kind of financial
planning hazardous. Urban planning has often been criticized for:
• being too centralized
• being an isolated process, undertaken without reference to the parallel task of
planning investments
• failing to consult with the people affected
• taking too long and thus not keeping up with constantly shifting circumstances on
the ground
• being inappropriate for the current context- urban plans have failed to adapt to real
needs and to the radical changes that have taken place since 1994.
Nonetheless, urban planning still has a vital role to play in coordinating public and private
undertaking, whether for providing services and infrastructure in older neighbourhoods or
for developing new urban extension zones. ... It is best to stick to a
structure-orientated plan ( avoiding detailed zoning indications) that can serve as a reference
for installing services and programming future development.
