To clarify some key terms for this essay, I offer the following definitions
Morality - a universal guide that all rational persons would put forward for governing the behavior of all moral agents. – Stanford encyclopedia of philosophy
Obligation – sense of duty – dictionary.com
Superpower - A powerful and influential nation, especially a nuclear power that tes its allies or client states in an international power bloc.
Mitigate - to cause to become less harsh or hostile, or to make less severe; an abatement of harm – Webster’s dictionary
International Conflict – any clash of antithetical ideas, people, or interests between any two potentially sovereign bodies.
"International" is defined by the Oxford American Dictionary as "of or existing or agreed between two or more countries". ... " In colloquial terms, the phrase "international conflicts" implies wars between territorially distinct nation states. ...

Cultural Moral Indexicalism is the doctrine that states “Act A is moral just means that Act A is permitted by the nt norms my culture.” Basically, something is moral when the majority of people in your culture say it is moral. This is related to Cultural Moral Relativism, which is the doctrine that states morality is relative to culture. That is to say, there are no trans-culturally valid standards by which one can evaluate moral norms. Because there is no universal standard for what is moral and what is not moral, how can we act upon a standard of morality?
Because this would be abusive to the resolution, it must be implied that the moral obligation will be moral in the views of the United States. And, because it is the coincidence of the moral views of the majority of the citizens of a nation that make up the moral views of the country itself, a moral obligation to mitigate must be moral in the views of the majority of the citizens of the United States.
