The government would do whatever they wanted, bend as many rules as they wanted. Thus, the workers were put into an even worse situation. Everyone ignored the terrible working conditions that the workers were submitted to. Also how the wages were so low that they could hardly survive even working 18-hour days and sending their children to work. People lied about their kids age so the could send them to work, where they would inevitably get sick and die in many cases, due to the horrible conditions and safety regulations. Bars that had gambling were still allowed to run if they paid the police.
