Countries such as France and Russia have absolute Monarchies. Today societies have formed political systems such as Democracy, a government in which the people hold ruling power. Countries as Greece and Rome have started to follow the democracy government. The government in which the people hold ruling power is known as a Democracy. John Locke wrote in 1690, "This government was established to protect natural rights."(Document 5) Locke believed that people should have the right to protect themselves.
