Introduction In a civil society or Agency every individual has his or her role. With in a given Agency there can be various levels of decision-making: thus the right to make a decision, with regards to enforcing the laws by the governing body of society, is the role and responsibility of the superiors with the Agency. As, such, we must rely on the morals, virtues and leadership abilities of these individuals, who have been placed in a position of authority to provide safety for all with in the Agency. The City of Newport Beach Parking Enforcement is a public organization governed by the United States court system. The purpose and primary function of the parking enforcement is to provide safe and accessible parking facilities for city streets, surrounding areas and for neighborhood parking zones. The goal of the Department is to educate the public concerning parking policies and regulations, and to ensure supervision of elementary school crossings. I argue that the Officers within the Agency of the City Parking Enforcement are given various responsibilities and whose job is based on specialization, of which they provide their expert knowledge of the law. Yet, it is the role of the Superiors of Courts to insure that the decision made by these Officers are based on valid and factual information, which supports their decisions and discretion. In such cases, where the Courts find a lack of evidence and/or facts to validate the Officers decision(s), they must correct the decision, based on their individual and groups traits of character and virtue. In the organization there are many possible flaws in how procedures are carried out, as well as with the people who enforce them, this is because everyone has their perspective of an issue. In this organization it is reasonable to assume that the bottom workers do not contribute to major decision-making process, meaning creating and enforcing the laws. So, their job is determined by less sophisticated thinking and almost no rational deliberation on various situations when enforcing the laws for the organization (Heichelbech 2002). With in this paper I will analyze the ethical dilemma regarding the decision that the Officer made within the Agency based on character and virtue. Event While visiting Newport Beach, I received a parking citation. When I pulled into the parking lot, I was not sure of the parking fee procedures. There were no posted signs with directions. There was a parking enforcement Officer in eyes reach and as we exited our vehicles and looked around for a meter or some other way to pay, she observed our actions. Less than 20 minutes later we returned to our vehicle. We looked around and noticed that there were slots that needed money in a box in the far corner of the parking lot. We didn’t know that this procedure for collecting parking fees existed and we were disappointed that the parking enforcement agent didn’t offer to assist us with paying our parking fees.
