One of the concepts expressed within the book is the definition of good and evil. Voldemort is evil and Dumbledore is good. The concepts of good and evil are often used to express points and flesh out plot within all stories, and are often the main focus and the drive of the entire book. The evil people are vile and twisted and trying to take over the something [the world/universe/etc] or other or get the random plot device artifact. However, the Ministry of Magic, who is supposed to, ironically enough, be a symbol of order and justice whose standing for the side of good and maybe some kind of symbol for security and the sanity of the world state, breaks the cliché definitions of good and evil for the Harry Potter books.
